    There is no packet 3 with Manila. They just send a packet 4 (pre-interview instructions). That's what you got.
    A new letter of intent is suggested.

    Sort of.   There really isn't a packet 3.   Everything you need is online.   Have everything listed in STEP 5 - Checklist

    Yup, totally fine to pay the visa fee at BPI now.    Then when CEAC shows ready status schedule your interview.

    Hi Everyone,
     
    My NVC Status is still in transit but I wanted to get things rolling. Is it okay to pay for the visa fee ahead of time? I was hoping to schedule the interview immediately when the case status becomes ready.

    Great news just got my NVC case number by email. I emailed them yesturday morning and got my case number today morning. Didnt need to call NVC. 
    I am very very happy. 
    But a little confused because while my case was at USCIS i sent a letter for an address and embassy change to Costa Rica, and USCIS approved the change, but today that i got my NVC number the case is being sent to my fiance's home country Nicaragua. 
     
    Now i guess i have to call NVC to see what address the p3 will go to. 😣
     
    And i wanted to know does the petitioner recieve p3 through mail as well or only the beneficiary???

    Once you receive your case number it's time to be in charge of what time you choose when things get done. To smooth that trail for you I have a few things that will help you process your visa there in the Philippines.
     
    Start by visiting Hanks site where he has taken the time and research, and of course, it helps if you spent 8 plus years helping folks in the Philippines sub-forum get their visas, where he has listed each step. With those steps, he includes the what, when and why to complete the item. Many have used the website and have had little or NO problems securing a visa from USEM.

    They use so many interchangeable names for numbers required that it can be confusing. Try the case number because it is asking for the NVC #. WAC# could be the other possibility. 
     
    Here is a good primer for completing the DS-160. http://www.visajourney.com/content/ds-160-help-and-frequently-asked-questions-faqs Also, I have these two from two Embassies. The DS-160 is the same for most Embassy's. When you are filling it out for your country only country-specific questions may appear. So if the example doesn't show it, that goes for all links I share here with you, then don't panic as it isn't a requirement for your country.

    Well let me explain it this way.
     
     Here is what USCIS says:
     
    "A signature is valid even if the original signature is later photocopied, scanned, faxed, or similarly reproduced. Regardless of how it is transmitted to USCIS, the copy must be of an original document containing a handwritten, ink signature, unless regulations or the form instructions state otherwise. USCIS will not accept signatures created by a typewriter, word processor, stamp, auto-pen, or similar device."

    Now the Embassies are report directly to DOS (Department of State) and no one has been able to produce any documentation that they will except a scanned I-134. So having said that I have done some research on VJ and have yet been able to find anyone who can direct me to the document that would allow "dry signatures". So this is the argument that some say it's ok and others who say not.
     
    IMHO until this gets sorted out I suggest to send only the I-134 with a wet signature and email the other documents for printing in the beneficiary's home country. Doing this keeps the weight down for the package and the costs.  
     
    You could go with all scanned documents and if that fails and they want an original then you will get a 221(g) (it's like a RFE but that is Embassy lingo) delaying your case until you can get the original to the Embassy.
