They need to take your photo for n400 - I don't think photo was required for 751?

Can confirm. On my.uscis.gov site. Shows October 2020 estimated completion (6 months)

Logged onto the USCIS site, we already got NOA 1 + receipt number. Issued by National Benefits Center in Overland Park, KS.

Older cases, sure, but not newer ones. Talking about CR-1 only, not CR-6. Those who arrived on a CR-1 visa will now get interviewed for their ROC as they never had an interview inside the US before. So their cases are automatically are sent to NBC. However, there have been mistakes made, where CR-1s were first sent to another service center where they got their receipt number (WAC, LIN etc), and then later transferred to NBC. Their receipt number never changed, so it will still show as if they're with another service center than NBC.

As recent trend shows, most LIN cases are approved without the interview.

The flip side is that as an IR5 as long as it has been approved, if your parent is allowed in he could file for AOS immediately.  That will be what concerns CBP. Remember that by law every person seeking entry is regarded as an intending immigrant until they can prove otherwise.

(b) Every alien (other than [people who your parent is not] ) shall be presumed to be an immigrant until he establishes to the satisfaction of the consular officer, at the time of application for a visa, and the immigration officers, at the time of application for admission, that he is entitled to a nonimmigrant status under section 101(a)(15).

(It is generally assumed that if you file an I130 you mean to follow it through rather than leave it indefinitely, by the way. And an I130 is a pretty strong indication of immigrant intent, that is why it is a question asked on the B visa form in the first place. Your parent would now be answering that differently.)
 
Anyway i believe your questions have now been fully answered. It's up to you to decide whether to risk it or wait.

1-2 weeks after delivery to the lockbox.

For 751 there were only two service centers. At the end of 2018, they started re-allocating the workload and brought Nebraska and some others into the loop. Nothing special about, just workload assistance.
