  2. On what date did she enter the US with the spousal visa? If it has been less than a year, she can enter the US using her passport (with the endorsed visa). Otherwise, she might have to get a boarding foil at the embassy.
  3. Then you should receive an 10 year Green card automatically. You can mention it to the CBP officer if you want, but USCIS (not CBP) determines 2 year vs 10 cards. If USCIS mistakenly sends the wrong card, you can file an I-90 to correct their error. There is no 2nd interview after arriving via a spousal visa. However, they might ask a few questions. Nothing to worry about at all.

  7. No. They cannot. Medicare Part A is not "free" for anyone unless that person or his/her spouse has 40 quarters of work credit which prepaid for Part A. Medicaid varies from state to state.

  19. You can argue anything, but in this case, the spouse does not, and has never, lived in the US with a Green Card. The OP also has no clear plans to relocate to the US. IMO, this does not meet exceptional circumstances. The OP is trying to find a way for the spouse to reside in Germany, not join in the US. Just my opinion. Another fact is that the consulate issues visas, not Green Cards.
  20. Technically, the approved I-129F expires after 4 months (as indicated on the I-797). However, as long as the case is still being processed by Department of State, the consulate normally extends that date in 4 month increments. In other words, don't worry about that date at this point.
  21. USCIS must send your case to NVC. Then NVC assigns a DOS case number before you can schedule an interview or medical. Approved I-129fs have a validity date of 4 months, after which the consulate can extend them in 4 month increments up to a year.
