The requirements are the same whether filing online or not.

Filing online is quick and easy.

One of them will have to file a new I-130 for her after entering the US via an immigrant visa. She will have to remain unmarried. It will be several years before sister can immigrate to the US through your parents. Through you, as a sibling, it would take 20+ years.

Field offices are, in no way, relevant to immigrant visas.

The cases are not linked at this time. They are separate cases. The proper procedure will be to: 1. Hold each case at NVC until they are all there. 2. After they are ALL there, submit documents and pay fees for all the cases. 3. Then contact NVC and the consulate to ask for them to be linked and interviewed together.

You would rather request a hearing vs re-filing? Seems, to me, refiling would be quick, easy, and maybe faster. Practical remedy.
