It's common. A ton of people received the bio appt letter after being told that old bio will be reused

Looks like LIN is sending bio appointments. I am also home but the mail man did not come yet. Will update you once I get it. 

Mailed 10/29/2018, received 10/30/2018. Nothing yet. 

Looks like Nebraska Service Center started scheduling August 2018 Fillers (CSC transferred to LIN)  for biometrics and adjudicating May and June Fillers.
 
I guess we'll have some updates in about 2-3 months, hopefully even faster.

They had issues back then. They would issue the NOA1 but never printed and actually mailed it. 
The issue was resolved in December, I believe.
 
If you go back to June - August for WAC fillers they had to wait over a month to just have the check cashed. 

If you had any doubt about your approval, that should be gone. I pretty sure that is the approval letter. The Green Card comes in a different envelope with tracking number.

If it changed to Case Was Approved it's pretty much an approval. I don't think they would change the status two days in a row by mistake.

Just checked the processing times and it decreased for all of the service centers.
 
Specifically at LIN from 18-23 months, it went down to 15.5-23 months.

My last status change was 132 days ago  
 
Received October 30, status shows  Fingerprint Fee received as of November 2

CONGRATULATIONS! If this is real, man USCIS just made your day.  

I also wrote a letter for my parents when they came with the purpose of the visit, period, address and if they have further questions to call me as I was waiting in the arrivals. 
I did this three times. Every single time, they read the letter and stamped the passport.

I pray that they will actually deliver it!

There is hope. A bunch of us, October fillers and November fillers received the extension letter in the mail yesterday from LIN.

Enter your zip code and it will tell you what field office has jurisdiction over your case. 
For now your case is at a Service Center.

Expect long delay in receiving the NOA 1 (extension letter) and biometrics.
Most of us at LIN are over 40-50 days since they received the packages and still did not receive any of the letters.

You can still refile, just include a letter explaining why you filed late.
You should also fire your attorney. It's unacceptable.
