DarkKiss got a reaction from Chancy in Migratory Movement issued by www.gob.pe/migraciones
I found the answer, in case this comes up with anyone else. This document is needed if you have ever left your country, lived in another country and then returned back to your country. MIL lived in Mexico for 2 years and returned to Peru

    Thank you Dashinka.

Well folks, today was a very good day.  My Wife received an Email from the Immigrant Visa Unit at the US Embassy in Manila saying she was APPROVED and then a few minutes later LBC delivered her Passport with her Visa.  My mother always said “Worrying Works” because everything she worried about didn’t happen.  Lol.  Well I worried plenty that my SS Benefit which is only slightly OVER the required minimum threshold by just under $500 wouldn’t be enough, but in the end it was.  No Joint Sponsor required!

Now we have to rebook our flights.  I was certain we would make a departure on June 15th but I was off by a few days.  Now Summer fares are in force and trying to leave before September 12th would cost us an additional $4k so we will be here for the next 88 days.

Thanks to everyone who along the way has reached out with great advice and encouragement.  A special thank you to Crazy Cat who has been there with his seemingly endless knowledge an sage advice as have so many others who took the time to help guide me along the way.  Thanks to all.

on IR visas USC pays 2 fees to NVC and only pays the actual processing of the green card if approved (before coming to US is preferred and producing the card will begin)
following site tells how to pay

There is a $220 Green Card fee which is paid sometime after the interview.   It is paid to USCIS online.

Not if the Embassy requires it and you want the immigrant visa to be issued.

I believe one reason for this is to have the documentation of the family for verification of the relationship in the future "chain migration" petitions.  For example, a parent gets an IR-5 vIsa and, within a few days of entry into the US, petitions for three children left in the home country.  There is absolutely no problem with doing this if, in fact, they are their actual children.  In high fraud countries, extra children can suddenly appear to be petitioned.  Having prior documentation of the family can help sort it all out.

Small clarification.  It's "paperless processing"  -- for the Embassy -- not a paperless visa system.  US has talked for years about issuing paperless visas, but is still far away from it.

FINALLY DQ'd today.  11 Apr 2023.  After 9 RFE's.  5 of them were for Petitioner's Birth Certificate.  Birth Certificate was not in RENIEC in LIMA. We had to go to the Province the she was born to get the BC.  This took us a while because that Province was still under water due to the flooding in Peru.  We kept submitting the original stamped copy from birth registry  in that province, whenever we received a rejection, because we didn't know if we might get a person who was reviewing, who would accept this one, but unfortunately they kept rejecting and continued to ask for the birth certificate to be stamped by RENIEC.  The water finally receded enough last week, and we were able to get an appointment RENIEC in the Province.   Received RENIEC STAMP on 3 Apr 2023.  Uploaded stamped copy of birth certificate  in CEAC on 10 Apr 2023 and received DQ email today.

Problem:  Received two emails. Email time and date identical. One email entitled "Notice regarding your immigrant Visa Case becoming Documentarily Qualified". The second with the general RFE info.  I went to CEAC and the only message stated "All required documents have been received and approved. Below that message in the Large Box :DOCUMENTARILY QUALIFIED
My question is why two emails, but only one stating Documentarily Qualified.  What is the purpose of the other email?

USCIS doesn't have knowledge of all country's official BC requirements.  They just need to confirm the family member relationship.

AoS doesn't need an official.BC.  I'm not sure why you submitted it.  It needs confirmation that you are a USC or LPR.

NVC does check to see if the BC is official or not.  They know the requirements for each country and makes aure the BC is they correct type.

NVC has suspended this telephone number. I saw somewhere on this site that the Birth Certificate has to come from RENIEC, but that's CRAZY because they ACCEPTED it throughout the process. I will try to see if we can get a copy from the RENIEC.  For my future VJers for Peru, after this, IMHO, I would advise that all marriage licenses, birth certificates, and any other Civil Documents submitted come from RENIEC, just to avoid the RFEs.

    RENIEC is the only authority
its where Cris (a member here) from Chattanooga got all her foreign documents for their marriage and his birth

Reniec is the authority in Peru where Peruvians (including foreign parents with children born in Peru as these are according to Peruvian law Peruvians) have to register the birth of a child. Here Peruvians as well have to register their marriages, divorces, deaths and other events modifying the civil status.

A put a copy of that email on this site for anyone with the same situation.  Here is their response:

Nothing was missing.  They are reviewing documents now. They just wanted me to go back  and double check the list of required documents, to the ensure that I had submitted all of the financial and civil documents. No worries. I double checked and I  had submitted everything.  Now I wait while they make their review
