    In fairness, I think that no matter where our files were located, they would still merely be numbered in boxes at this point as we're still well within normal processing times. Even May filers are within goal time, and that seems to be when petitions started stacking up in Kansas. Wouldn't it be nice if Kansas approved May petitions in October and we all successively got done for our 5 month marks? Nice thought... although that scenario wouldn't be good for the poor February-April folks who are officially overdue

    well with the new center opening you will not end up waiting until 2014
    my feeling is that you all will see a FLOOD of approvals beginning the end of this month.. I believe the files are being used to train at the new center which is why everything from may to now seems dead
    uscis is in total reaction mode bcause of lovely mr president and daca..there was no preparation for the absolute avalanche of petitions that happened last year.
    the customer service directorate is there and actually does help.. I really do understand how hard this is to hear, it is just about having the right dilemma and the right knowledge and those uscis cs directorate people jump on it.

    The link I posted was re: I-129f/ fiance petition. There is no caps on those visas so they are always current. Just wanted you to see how fast they get approved at CSC now... Hopefully this will be the case for you, too!
    Regarding that article your mom showed you... Yeah, these I-130/F2A petitions seem to be approved quickly lately, as well. These must be current though. The reasoning behind it seems to be right... Who knows.
    I am so annoyed that they get preferential treatment... It's just not fair. Not. Fair.
    Trust me, you are not the only one who is surprised your case was routed to CSC! They've stopped doing that last year, instead stand-alone I-130 petitions started being transferred to local offices. Now however they are being transferred to the new NBC in Kansas. Not yours, though!
    So, hard to say why yours went to CSC? Even your timeline doesn't show estimate dates, cause there is no data to compute an estimate for you!
    They probably changed something yet again and didn't bother telling anyone. Wouldn't be surprised.
    Also, you wouldn't get a NOA1 from Phoenix... this is how it goes :
    Currently: Phoenix/Chicago-> NBC/ Overland Park, KS
    Used to: (from August 2012 - May 2013) Phoenix/Chicago-> NBC -> local office (some stayed at NBC though)
    Before that it was: Phoenix/Chicago -> CSC/VSC/TSC
    I've been trying to find ANY information about when the new NBC will be fully operational. And found nothing! NOTHING.
    This is just outrageous!

    My wife and I just got our NOA1 and were prepared to wait for 9.5 months right from the get go. Our relationship has always been a long distance relationship, obviously, and waiting and distance are very normal for us. So we're treating this waiting period like any other long wait we had before we were husband and wife - as something that is nothing new and that patience and our love is the key to getting through the process. We are dealing with the federal government here and government, especially ours, is notoriously slow and bureaucratic when it comes to getting things done. So no surprise there.

    yes new facility coming
    yes your petition is still processing
    yes nbc is still doing 130's
    no your case transfer will not show online
    updates are inconsistent online
    what you fail to understand is the huge blockage that daca created last year
    opening the new facility is one of the responses to reduce the timelines of approved petitions and address the influx of petitions
    uscis processes several hundred million pages of documents every month.. so what is not to understand about it taking time?

    Suggest you follow @Stevie b's advice and expect everything to take a while. From experience setting expectations this is easy and quick are more than not likely to lead to disappointment. The good news is cases that are sound are almost always approved. The reality is that some move fast and some move slow - often for seemingly no reason. Fortunately you have a community of knowledgeable people here who have been through everything and can help with both procedures as well as the emotions.

    i don't get excited.
    it didn't cost a thing to ask through the congressman office so we did, just to compare to the info coming from VJ forum.
    i don't understand people's impatience. i don't find waiting difficult. i can understand that this paperwork take time,
    people do not realize how many files go to USCIS, tons, tons, tons.
    all the calls, appointments don't speed up the process. they just make officers "angry", constantly they have to answer people's questions, instead of working.

    The above article was written November 2012. NBC stated in May 2013 that end of FY2013 (i.e., September 30, 2013) is the start up for Kansas to process the I-130.

    Honestly I don't know. All I am doing is reach for ideas that may fill the bill and satisfy USEM.
    I think they just want "proof" as to why there was no tax return in 2012.. I think a letter explaining this along with passport stamps showing when you entered the Phils and we you returned to the USA would help, and of course the recent pay stubs they asked for.

    If you can't convince your cousin, find someone else. All else fails, go back to the US and find a job. Majority of us has to deal with being separated from our loved ones too. So we know how hard it is. Don't put an attitude just because what you were advised is not what you wanted to hear. Deal with it!

    You can leave first and secure a job. Most of us have to live apart because bringing a partner here is an expensive task. Thinking that someone should take on this responsibility while you enjoy life on your terms is a bit selfish. If you don't have enough positive value in your house to sponsor then get a job. A affidavit of support is a serious document that most intelligent people wouldn't sign for anyone other than spouse, child or parent

    If she didnt want peoples' thoughts on her situation she wouldnt be posting it on a public forum.
    It'd be different if people were being distasteful in replying saying "you're this or that if you have an abortion" or "you're selfish if you decide to keep the baby", as long as the replies are constructive and her wellbeing is considered in peoples' answers then no one is stepping out of line.

    In general K-1 visa applicants tend to be denied if they attempt to use a co-sponsor. I have only read of a few exceptions and those were ALWAYS when the co-sponsor was a parent AND the US citizen was either a recent graduate or held a degree capable of large earning potential.

    There are a few other Embassies that will by default deny any K-1 visa using a co-sponsor not just Manila. As for the person that made the comment that the Embassies don't make such decisions they couldn't be more wrong, the Embassy is the only one that can approve your visa, the NVC only passes on the paperwork once it is in order. If the Embassy denies your visa you can't go to the NVC to complain as they have no control over the Embassy's decision.

    If you feel you will need a co-sponsor your best bet is to marry in the Philippines and then file for a CR-1 visa.

    Lee's Summit, MO and Overland Park, KS are both NBC facilities to my understanding. There is no difference.

    Lots of K-1s are getting approved. Most Feb/March & forward CR-1s are still patiently waiting.

    It is true! Is not something you need but I truly believe this is something very personal too. If you want to do it, there's no reason why you should not do it. I think you should go ahead and apply by yourself. And about your driving, anyone who drives a car can be involve in a car accident, even the most experience drivers. I think is a lame excuse not to teach you how to drive cause "you can have an accident". Well, don't use stairs cause you can fall and brake your neck, don't cross a street cause you can get runover...don't take a bath cause you can get dirty -_-'. Sorry bur it makes no sense. I think this are ways from him to control you and keep you dependant of him. A good husband should teach you how to be independant and self sufficient. You should grab the wheel of your life and do the things you need to do. I'm not saying your husband is a bad person or you should go and act "against his will" but you are also a grown up woman who needs to stand up in her own feet and stood her ground!     I reread the OP and I wanted to add a couple of comments.
    First, I noticed that the co-sponsor was not a relative, but a friend. While we used a co-sponsor our co-sponsor was an immediate relative. During my wife's interview most of the questions were actually directed at me and were for the most part light-hearted. It was pointed out though that had our co-sponsor not been an immediate relative we would have been denied. While this may or may not have been something that could have been appealed it would have taken a lot of time and energy I was glad to avoid. Once you are in the US and need a co-sponsor for your AoS anyone will do, but it seems the individual embassies and their staff have a lot of discretion as to what they consider to be valid co-sponsors or even if they'll accept a co-sponsor in the first place.
    Second, the consul is never going to consider your earning potential in the US. As far as anyone is concerned your income will always be inconsequential during this phase of immigration. Until you are in the US, have a job, and are earning income the only thing the consul is concerned about is how much your fiance or spouse earns and their assets.
    I wish you both the best of luck getting this situation resolved in a timely manner.

    MSC just means your petition is being processed at the NBC. It does not mean your petition will stay at NBC.
    Most petitions are transferred to Local Field Offices unless you filed from abroad or for some other rare reason.

    USEM is known for being very difficult about accepting co-sponsors for the K-1 visa, most are NOT accepted.
    The ones here on VJ that have been accepted have added the I-864 along with the I-134, for both petitioner and co-sponsor. What form did you use for yourself and the co-sponsor, the I-134 or the I-864 ?
    125% is well known as THE NUMBER, the CO may of mis-spoke when saying 100%, maybe he is new or whatever, but 125% is the number. 125% is mentioned continually here on VJ.
    If you have savings and assets that you could have presented, maybe you can still get bank statements/account statements to save this.... maybe. Most times the CO's word is final.
    Worse case is you may have to go the CR-1 route, get married in the Phils, as the embassy HAS to accept a co-sponsor with the CR-1.
    Yes the CO is sort of a "god"... but it doesn't sound like he was on a power trip, it sounds like the financial evidence you provided was inadequate leaving him no choice. A dollar short of the 125% is not meeting or exceeding the guidelines, the CO has rules to follow, if he fudged on those the next CO that reviews your file after the interview would catch it and you would still be in the boat you are in.

    Matters little what others did.
    Seems you are looking at opposite sides of a same coin, you don't want a church wedding without your parents .. yet you want to deny your fiance that very thing. You could do a second ceremony later when you both go back to the Phils.. a renewal of vows for your family.
    With that said I am not big on "outsiders" forcing their well on a couple (outsiders being his extended family this time), you and your fiance should be the sole individuals making this decision. Today they push a big wedding, tomorrow they push...... ????
    You and your fiancé need to have a serious sit down talk.
