Please don't spread such misinformation. Qualifying for K-1 or CR/IR-1 Visa is not difficult in the Philippines... Tourist Visas are difficult in the Philippines though.

2. Obtain CENOMAR for your fiancee from NSO
3. Obtain barangay clearance for your fiancee from her local barangay hall
4. Get birth certificates for both of you
5. File with Local Civil Registrar
6. Wait 10 days
7. Obtain marriage license from Civil Registrar
8. Get married
9. Once you're married you get your marriage certificate from the local registrar office.
You won't have enough time to get everything done in time and have a wedding before your grandmother departs.

Usually those are reserved for people who are suspected of having suicidal tendencies, or those who claimed psychological incapacitation on their annulment.
The psych evaluation is not a pass/fail thing. It's likely that your fiancée will uneventfully complete her medical and move on to her interview. If there is going to be any bad news regarding her past drug use, it will be during her Embassy interview. You can bet your bottom dollar that the consular officer will be aware of your fiancée's admission of drug use. It's a very serious matter at the U.S. Embassy Manila. Admission of drug use is cause for visa denial.
Once again, I strongly recommend that you attend your fiancée's interview. Your personal appeal to the consular officer can be a powerful thing, and it may be needed.

Psychological Evals are normally order for some of the following:
Annulled due to psychological incapacity, Excessive Tattoos, Suicidal Scars, Mental history (Severe Depression, Drug abuse etc..).
The exam is unavoidable once they order it. She will need to just stay calm and explain when, what, where and why. She will need to be confident and let them know she has not tried nor use any drugs since that time. Be Truthful, Calm and Confidence is the key here.
The doctor will try and question her integrity. Question if she is still on drugs etc... She must stick to her story she originally stated. If the doctor does not believe her they will order additional psychiatric exam (PEPS).
The first Psychological Exam fee is $23 USD/ P1000 (1 hour or less).
If a second Psychological Exam (PEPS)is ordered, the second exam fee is $70 USD/ P3000 Pesos.PEPS is an additional Psych examination. Where they will have her answer hundreds of questions, puzzle, drawings to make sure she isn't crazy. It is a all day Exam 8 - 12 hours long.
Good news is that most persons ask to do Psych. Evals are approve and move on to the next step (Interview). Unless you are lying and missing up your story. You have nothing to really worry about. Confidence and Prayer will help you through this extra step.

Not sure why you feel the need to attack smokers. Surely vegans and vegetarians could judge you as having poor hygiene for the animals that happen to find their flesh on the end of your fork - for when it comes out the other end, that odor is nothing pleasant. Which in and of itself is an indicator you might need a good colonic irrigation.
Hygiene is a very broad term - there is the obvious and the not so obvious. I never considered a smoker to have poor hygiene, but I guess from your perspective and wikipedia, it could be considered poor hygiene. To say the worst is a bit of an exaggeration though. If you reason that smokers have poor hygiene due to intentionally inhaling poisonous smoke, I could find agreement in that, but you must consider others as well. This would mean that drinkers of alcohol have poor hygiene by the potential damage they are doing to various organs. How many other people are ingesting those poisons...mmhmm..pharmaceuticals that potentially and do cause damage. See, these are just examples why smokers would not be in a class of their own for poor hygiene not to mention the various other ways one can harm the body. People make unhealthy choices many times without even thinking about it. However, I don't think that alone would rule anyone out as being the filthiest type of person there is if there is a type. You can't really justify the smell either. We pick up odors in our clothes all throughout the day that may be unpleasant. This post really just sounds like the result of some defense mechanism. You say you don't judge others except smokers so you do in fact judge and admit prejudice. Why? It's okay to accept the misgivings of a liar, murderer, rapist, thief etc. but not that of a smoker?
