US Immigration from Russia

Hello, so I'm trying to fill out the I-864a form and I don't know how to do this. I'm sponsoring my mom's brother to come to America from the Philippines. On the i-864a, I had my wife filled it out and will provide my tax return. But for my dad, and my brother who lives with them, how do they fill it out? Because they're not my household members as they don't live with me. for the sponsor section of the form, am I suppose to fill that out? And my dad didn't make any income for the previous 3 years. How am I suppose to put that on the form?

According to the official Russian Embassy site, they are now resuming the processing of all types of visas to Russia, including tourist visas, for US citizens:

ON RESUMING VISA ISSUANCE

According to the Decree of the Government of the Russian Federation 1745-r of June 28, 2021 the Consular Division of the Embassy of the Russian Federation in the U.S.A. resumes the issuance of visa of all categories (including tourist visas).

Please be advised that the visas may be issued only for the U.S. citizens and citizens of other countries, who possess U.S. Green Cards.

Citizens of third countries, who temporarily visit the U.S.A., have to apply for Russian visas at Russian consular missions in the countries of their citizenship.

This could be good news for the US Embassy in Moscow as well assuming they can get staff back and resume normal working operations.

If a 130 has been allowed and is waiting an interview if an AOS is filed what evidence would be needed since all of it was filed with the 130
