Under Mayor Flynn, Boston has strengthened its Irish ties. He has an unpaid adviser on Irish-American affairs, has created an office of immigrant rights, and encourages business ventures in Ireland. Mr. Flynn and other Massachusetts elected officials have worked to revise immigration laws to permit more Irish and other groups to remain legally in the United States.

''We don't see these people as a problem,'' said Francis J. Costello, the Irish-American affairs adviser. He said the area has a labor shortage and the immigrants were not taking jobs Americans might otherwise fill.

There are many illegal Irish here who say they face really no discrimination. They have their own immigration lobby and I always see them walking around Queens with Legalize the Irish buttons. Interestingly enough, when the Irish moved here, they were not considered "white." Neither were Jews. Neither were Italians. Not until the poor immigrants' children got education and became middle class. "Whiteness" is a construct to mean where someone sits in the American power structure in a certain place. And that structure has a solid foundation in, uh, the r-word.
