Even when your I-751 is outside at the end of November and you file a request, they cannot do anything with it until your file and the N-400 application make their way through the NBC and back to your field office. Filing the request will most likely return a "still within normal time range" because you have the pending N-400.

I believe my husband's case is similar. It's outside the normal processing times for our field office in Utah. It's approaching the 10 months mark and normal processing times are 8.5 months for Utah.He also has a pending I751 case  filed a whole year prior.
