Anther option after filing the I90 and getting the NOA for her GC renewal is fly to Canada, and cross into the U.S. via a land border.  Depending on your location, this may not be entirely convenient, but it might be easier.

I'm not 100% sure about this, but isn't requirement for I-90 to be filed on US soil?

I90 is an online application, can be filled out from just about anywhere if one has a US based way to pay for it.

I'm a bit confused. Isn't I-90 Application to Replace Permanent Resident Card? She is not replacing. It's expired. Please clarify.

 

Yes, I don't mind her flying into Canada if she will be allowed entry into the US. I can drive 12 hours to pick her up.

And what did she go to the embassy for? 

She had spent more time here than Nigeria. 

 

I spoke to her today, she said she paid a fee to be seen at the embassy to renew her green card and was given appointment within 2 weeks. I wasn't aware and just heard the story of the embassy not renewing her green card. She said she paid for immigrant visa appointment.

She lived here but went to see her mom once a year while she was alive. She was the only child of her parents. So she felt obligated and that was what torn her between two worlds.

Sounds like she has gone SB1 please let us know what happens

She just appeared without taking her mother's death certificate or her own personal medical record of being sick in Nigeria. She has been having leg problem for a while and she felt they could take care of it there cos its inexpensive. Yesterday, I told her that USCIS/Embassies work with proof in some cases, hers is one of them. And taking those documents could have favored her. She speaks limited English but those documents might have put the consular in the right direction to tackle her case. But what can I do after the fact. I didn't hear about her plan to visit the embassy. I only heard that she wasn't given. Probably she wanted to pull a surprise to be here and call.

I-90 is used to renew 10 year Green Cards, too.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

In my opinion, she should have just gotten on a plane and returned to the US.  She is authorized to board a plane with an expired 10 year card.  The worst case would have been to argue her case in immigration court.....or she could have been admitted with NO court appearance.  Is her appointment in Lagos?  That is the WORST consulate in the world to argue a case, imo.  They are tough, and they could easily deny her case.  SB-1s are not given easily anywhere.  Then what is she going to do?
