Why was there a second medical? That is not normal.

Ahh so he was in AP, well there is not set time, just a question of the Consulate doing its thing.

he got the ds 5535 and it takes time to clear the security checks

if the embassy asked him to do a 2nd medical,  then there is progress

if he did one on his own,  it may have been too soon 

So, did the embassy request the new medical exam?

My fiance submitted her 2nd medical exam, took them a week to update her case, and got her visa in about 4-5 weeks ( HCMC embassy). Good luck
