I-130 approved but case didn’t send to nvc (split & merged)

I just checked my mom’s case status and it say approved but I don’t really get it when they approved my dad’a petition they said case has been transferred to NVC 

 “The above petition has been approved. However, you did not indicate on the petition whether the beneficiary intends to apply for an immigrant visa abroad at a U.S. Embassy or a U.S. Consulate or will apply for adjustment of status in the United States. Therefore, USCIS has retained the petition.
If the beneficiary intends to apply for adjustment of status in the United States, they should submit a copy of this notice, along with a Form I-485, Application to Register Permanent Residence or Adjust Status. They can obtain Form I-485 from the USCIS website at www.uscis.gov, by contacting the USCIS National Customer Service Center (NCSC) at 1-800-375-5283, or by visiting the local USCIS field office. Filing address information can be found on the USCIS website at www.uscis.gov.
If the beneficiary decides to apply for an immigrant visa outside the United States based on this petition, you should file Form I-824, Application for Action on an Approved Application or Petition, to request that we send the petition to the U.S. Department of State National Visa Center (NVC).
The NVC processes all approved immigrant visa petitions that require consular action. The NVC also determines which consular post is the appropriate consulate to complete visa processing. It will then forward the approved petition to that consulate.
The NVC will contact the beneficiary of this petition with further information about immigrant visa processing steps.
THIS NOTICE IS NOT A VISA AND MAY NOT BE USED IN PLACE OF A VIS”

Today my mom’s case status has been changed to approve but it’s really confusing I’m going to paste it below because when they approved my dad’s case they just directly sent it to nvc

I’m by no means an expert, but it sounds like there was a mistake on the I-130 and you didn’t list the consulate in the proper section. Do you still have a copy of the I-130 you filed?

Hi, unfortunately you made a mistake on question 61 and 62 of the i130 and now you need to submit an additional form to fix the mistake. The form depends on whether the beneficiary is in the US or out of the US. Sorry this happened to you. This adds an additional wait time.

I don’t understand what mistake I made because I filed my dad’a petition same as to my mom I just checked they both are same but he got approved since August

In the sections where it asks for the consulate, it’s exactly the same on both? If so it must be a mistake on their part.

I’m not sure but I think I put nothing for both of them because they’re not living in the US so consulate will be outside

 of the us

If I did fill that part I did for both and if I didn’t fill that part I didn’t filled for my dad as well because I’m sure both of their applications were same

You stated earlier that you had copies of the I-130 you submitted.  Check those copies.

 

If you left 61 blank or N/A, and filled 62 with the correct location of the consulate, then you have proof to submit to USCIS that they messed up and needs to send the petition to the NVC.  If you did not fill out those questions correctly, then USCIS is correct and you will need to file and pay for the I-824.

 

Don't be fixated that you "filled out both petitions identically" and one got forwarded to the NVC and the other did not.  That just means either USCIS made a fortunate mistake and sent one petition to the NVC when they should not have, or they made an unfortunate mistake and held on to one petition when they should not have.   It is up to you to provide evidence of the latter, or file the I-824 for the former.
