Nothing, because she was not required to file taxes.  She had no income.

If she had income, and didn't file taxes all those years, what is the appropriate thing for her to do now?

Prob seek a tax pro to help or back file and pray that the IRS doesn't slam you too hard with penalties

No need to file taxes.  She'll just check a box saying income was below threshold for filing and include a signed not saying she's had no income for the past 12 years.

You have to owe tax to owe penalties.

I know in reality she didn't need to file taxes, my question was IF she had to file taxes all those years but didn't, what should she be doing now?

It’s not so simple. The fact that she someone had income but did not file taxes doesn’t necessarily mean that they owe back taxes. It’s a little bit more nuanced than that.
