Where should I withdraw when my K1 Fiancè visa application was in US embassy?

Depends on the  courier. You should use DHL and pay for  the speed of service you want

I have never heard this nor seen this as a requirement

Hard to believe an unsigned letter would carry weight.

USEM or Consulate said just a signed request for withdrawal and yes they didn't said to be a Notarized.

I don't know the consulate may updated the notarized it not required right now. But I required to put it on my letter back to 2019.

But that's what they emailed to me. They didn't tell the notarized withdrawal letter and they said to send it on contact us form ( Immigrant Visa Unit ) in USEM.

I think the requirement may be different between consulates. I just replied what I experienced before.
