Has anybody in the United States been able to get a COVID booster dose only month after getting your second COVID shot? I am asking because my wife needs a booster dose for international travel (she will only get her second COVID shot next week).

Are you trying to harm your wife? No one needs a booster a month after completing the initial series. Get your wife a PCR test for travel and send her on her way.

"I am asking because my wife needs a booster dose for international travel"

What states a booster is required? I know of no provider who would administer a booster so soon after the initial series.....

The Philippines has a completely illogical policy:

"Fully vaccinated travellers over the age of 18 who have received the primary series of COVID-19 vaccine and at least 1 COVID-19 booster shot are not required to have a negative pre-departure COVID-19 test result before travelling to the Philippines."

The fact that she just became fully vaccinated is irrelevant to them...

Well I can believe there countries that require three doses regardless when the second  dose was administered or when the patient last suffered from Covid.  It’s not like Covid policy has ever followed logic or science.

Correct, there is no logic or science behind this. My fear is if she or my infant daughter test positive since COVID is so rampant nowadays.

Since when has a booster prevented a person from testing positive?  They will require a test prior to returning to the US.

Based on what you wrote the policy (insane) is -  do the test and be on your merry way without any boosters.

You are misinterpreting the Philippine travel requirements.  Getting a booster shot is not required to travel to the Philippines.  Getting a booster shot just exempts a fully-vaccinated traveler from the requirement for a negative COVID test result.

Why don't you just get a COVID test for your wife prior to travel?  Easy solution.
