Even if they do shut down Manila, embassy interviews were still considered essential travel. Just know what requirements are needed and you should be able to travel without issues.  Have the visa interview document as well with you. 

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

I'm worried they may cancel flights from Cebu to Manila.

Who knows about that silly country what is gonna happen from day to day. They are freaking about the variant, way more than they should. 

 

Sadly the Filipino are driven into absolute submission by decades of fear and intimidation by the corrupt political and religious leaders.

Congrats! Can only wish we have made it to this stage. If needed, cheap lodging can be had in Manila. If it was me, I would send her ASAP.

I don't want her to be stuck with her young daughter there if flights get shutdown too.

Is there a way to arrange for her to travel ASAP to Manila and stay with friends or family? If not, it may be worth getting a fully furnished Airbnb for a stay lasting several weeks. That way you are ahead of any possible domestic flight cancellation.

They would give a day they are shuting down, like they did the first time.  People had plenty of time to go wherever they wanted to go. It's not like they shut it down like a light switch.

But yet so many found themselves stranded
