Why can’t USCIS reuse biometrics taken at consular interview?

Question in the title. My fiancé and I will be adjusting his status from a K1 once he moves here in June. I understand that this will take quite long because of the current backlog at USCIS and ASCs. I also know that biometrics have to be taken at a local field office before the EAD is issued. My question is - if k1 applicants have to do biometrics/fingerprints at their consular interview, why do they have to take biometrics again during the AOS process? I imagine this would free up a lot of resources and shorten the processing time for EAD. I know TPS applicants reuse biometrics but why can’t the same be done for K1? It’s so inefficient to do biometrics twice

Here is a dirty secret that law enforcement and many scientists don't want you to know: 

 

There is no scientific proof that fingerprints are unique.

 

There is however plenty of anecdotal evidence that fingerprints change over time. 

 

So any opportunity to get fresh fingerprints will be taken by DHS.

 

Not only will biometrics be collected before your AOS case is adjudicated, but if there is an AOS interview, expect fingerprints to be collected at the interview.

1. Biometrics appointment is not only about fingerprints. They will take his fingerprints, photo that goes on the card, signature. I even had to fill out a form they asked about my race, eye color, hair color, stuff like that.

 

2. USCIS and embassies are two different things.

 

3. Fingerprints can change, your hair color can change... That's why every form you apply you need new biometrics (now because of covid they are reusing biometrics, but it wasn't that common). So he might need new biometrics for ROC, for GC renewal, for citizenship.

With how long the immigration process has become for most visas, Im sure many beneficiaries have seen their hair turn grey.
