Why would a PI citizen need to get this?

I never did anything silly like that when I purchase motorbike?

Had a friend have to get clearance from both before they were able to buy a motorbike, I have never heard of such silliness before.  What is the reason?

The attached photo are the requirements to get your cable connected :)   I love the 1x1 picture of the whole body. :)

I dont know why those clearance would be needed to buy a motorbike.  Ive had a few foreign friends buy motorbikes and cars, but I dont remember them having to do that.  Will need a native to chime in with the logic.

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

Does your friend have a government-issued ID ("primary ID")? I believe a barangay/police clearance is a "secondary ID" which must be presented with another secondary ID in place of a single primary ID.

I have no clue what she has or doesn't have

She from Manila, went to Bataganas  before they locked down Manila back in March and has been stuck there at her sister house going on 9 months now.

Claims it was due to being a large amount so Western Union place required police clearance. Amount was a little more than $2k USD.

I have heard that before from my wife. They gave her a bunch of ####### one time because I sent her about that much through WU. Luckily she used them frequently at the time so they knew her and didn't make her go through stuff above

She has been using them monthly for the last 9 months, and now of all of sudden she need clearance.

If it was me I would of chewed their tail, gave them a good cussing a few times, and then told them to pack sand, but of course this girl has the typical Philippines mentality and doesn't want to question anything, they are taught to do as your told and never ask question.........

I send myself a few Western Union each trip, generally about $900 and $800 so I can have cash on me.  Some of them weird out when I am the sender/receiver.

I used to send myself money through LBC. Another reason was to be safe the first few times I went to the PI. I have since learned that the exchange rate is better when I just bring the USD's and I feel more than safe enough to just bring cash.

You can't close you wallet in Philippines once you exchange cash for pesos.

I usually enter with about 3k in my wallet,  Exchange rate doesn't matter much to me, I do it just in case I get robbed or loose my wallet and need quick cash.  I burn thru the cash pretty fast in Philippines, it tends to go fast

I just take 1 or 2k USD at a time to exchange. I keep all the money at my house and only put what I need for the day in my wallet. No cards except 1 form of ID. If I change 5k USD and get 2 peso higher exchange it's worth worrying about.

I take two wallets, my daily wallet stripped of any important stuff like my some of my CC, My Handgun License, etc.

Then I have the old 1980's style cloth style with velcro wallet, I keep my walking around money in that.  I keep my daily wallet  hidden in my suitcase hidden inside my luggage I have zippers that allow me to find extra hiding spaces, just in case someone wanders into my room and while cleaning it or doing maintenance and wants to explore my suitcase.

I will usually end up staying at 5 different hotel rooms at different places in the Philippines when I get there, since I stay pretty mobile my entire trip.

I have a travel cell phone for the Philippines a Samsung Active phone, since it's pretty tough I will snap a pic of my Passport and entry stamp so if and when police pull me over on my motorbike I can show them by Texas DL is good to drive in Philippines.

I have never exchanged 5k of USD at one time, I usually do about 800 per transaction, and then I usually have a hard time folding my wallet, then it seems you need small peso since if you try to use large currency nobody ever has change.

I have started using ATM's a little more now of days over there, but I am still used to to no places having credit card reader and ATM not being around, even though the last 10 years they seem to be more prevalent at least in the bigger cities, out in the province you are screwed and cash seems to be king......
