Timeline

On August 6, in close coordination with the U.S. Centers for Disease Control and Prevention (CDC), the Department of State lifted the Global Level 4 Health Advisory.  The Global Advisory, initially put in place on March 19, 2020, advised U.S. citizens to avoid all international travel due to the global impact of COVID-19.

Just means Americans can travel the world (If the world lets them in). Nothing to do with embassies opening. So many are still very closed.

Us embassy’s have no role in travel restrictions. The department of state lowered the advisory.

I would argue, being a former federal employee, that federal employees aren't able to travel abroad (including embassy staff) during a DOS global travel advisory against Americans travelling abroad. So the fact that it being lifted would hopefully positively impact embassies getting their staff back in country on a post by post basis. Let's hope for the best.

In light of the fact that there has been no good news, I'll take this as something positive and hope for the best!
