My wife thinks this means there will be no transportation and therefore she cant go to an interview at the embassy.

I dont think anyone realizes the broad effects of these lockdowns. It could be that the lockdowns cause more harm than the virus.

It has to be crippling to a 3rd World Economy like the Philippines.  This will have economic impact for years, and just think of all the unwanted births that are coming.  Then with so many people out of work it will lead to drug use, family violence, Child sexual assaults' and other heinous crimes.    I suspect you will see homeless rate rise, more abandoned children on the street, suicide will increase.  This is not good

Normally MECQ just puts restrictions on the under 21, the over 60, the ones with pre-existing conditions etc.  Thats normally what happens.  If you need to travel to Manila, I would probably go to the local city hall or barangay office or whereever they give out the travel passes and get one of these.  If checkpoints are in place, that should be enough to get through them to get to Manila.  However, again, things can be interpreted differently as well.  ECQ is the really bad one and is almost a complete lockdown.

Just have her check locally if she will still qualify for a travel pass to Manila.  Even with MECQ, there should be some limited transportation, but will need to check ahead at the local UV Express, Bus, etc hub.

The United States is now a country obsessed with the worship of its own ignorance.  Americans are proud of not knowing things.  They have reached a point where ignorance, is an actual virtue.  To reject the advice of experts is to assert autonomy, a way for Americans to insulate their increasingly fragile egos from ever being told they're wrong about anything.  It is a new Declaration of Independence: no longer do we hold these truths to be self-evident, we hold all truths to be self-evident, even the ones that arent true.  All things are knowable and every opinion on any subject is as good as any other.  The fundamental knowledge of the average American is now so low that it has crashed through the floor of "uninformed", passed "misinformed", on the way down, and now plummeting to "aggressively wrong."

Looks like the quarantine pass will be required.

For transportation, it looks like it may be tough to get.  You may need to look at the private vehicle option and she doesnt have a car, maybe someone she knows that does or where you could rent the car and driver.  All of these questions though will be answered at the local level who give out the passes.

My fiance needs to get from Rizal to Manila for the medical on August 17th and looks like will be in a similar situation.  Ill ask her how she plans to proceed and can post.

Seems no domestic flights in or out of MECQ areas as well.

The Philippines is doing a horrible at keeping things at bay. Whatever they are doing, it's obvious not working. Maybe they need to start looking at Taiwan and Thailand.

How are my fiancée's kids supposed to accompany her to medical when they aren't allowing people under 18 or over 60 outside?? If you live outside of Manila aways, you are out of luck getting anywhere.

Freaking ridiculous. Too worried about the stupid economy.

Unfortunately SLEC will be closed until the 18th. From their website:

CLINIC CLOSED From AUGUST 4-18, 2020 (MECQ)
Posted Monday, August 3, 2020

Please be informed that St. Luke's Medical Center Extension Clinic will be closed from August 4-18, 2020 due to the Inter Agency Task Force recommendation placing Metro Manila under Modified Enhanced Community Quarantine.

Applicants who have scheduled their visa medical examination within this period are advised to submit a new online registration for a later date. Payments made through Security Bank will still be honored.

Thanks for the info.  I didnt realize SLEC has now closed until at least the 18th.  I guess the lesson is as soon as Manila comes out of MECQ, immediately do the medical, even if issuance of a visa may take more than 6 months.  Just need to take advantage of any opportunity that comes up.
