The DOS has published a re-opening plan which requires a country to be almost fully re-opened until they can continue routine visa processing.Those decisions are made in Washington, based on a variety of factors.

You can check your embassies website regarding most recent local updates - most embassies have all that info (including country lock downs and opening plans) under covid-19 on their website

So it a joint plan? Between the DOS and the local city where the embassy is based in? For example if they keep Manila under some type of lockdown or quarantine for a few more months, then the USEM has no chance to open during that time period?

Not a joint plan per se but a plan highly dependent on local conditions.   There are three phases and several factors need to be in place as they consulate goes through each phase

According to the Embassy website, they will open when community quarantine for Manila is lifted.

In Visa update June 10:  

The U.S. Embassy in the Philippines has canceled all immigrant and nonimmigrant visa interviews scheduled through July 3 due to the Philippine’s community quarantine measures to reduce the spread of COVID-19. We will resume routine visa services as soon as possible but are unable to provide a specific date at this time.

After the community quarantine is lifted in Metro Manila, all affected applicants should reschedule their visa interviews through the Embassy call center by phone
