I am a USC and have petitioned 1-130 for my daughter. Her PD date is 4Th October, 2019 and her case is still under review at USCIS.

She was 15 years old at the time of case submission but she will be turning 16 in this July.

 

Does she need to get a police clearance certificate for NVC process?

Pretty sure your daughter will need a police certificate since she will be 16 next month.

Yes your child is 16 at the time of NVC process so Yes PC is required

Not only that.

 

Keep in mind that NVC is just pre-processing documents. DS260 (and others) is formally executed on the date of the interview. So if on that date you fall into some of the requirements, you have to meet them.

 

It works other way too: if on the date of NVC file your i.e. police certificate that was "clear" and you get in problems later (before interview), it doesn't mean you can claim that you qualify because on the date of NVC filing you met the criteria.
