Will the ban on new green cards release more available interview slots for the N-400 interviews?

Has USCIS begun scheduling interviews yet? If they don't and wait until May 4 to begin scheduling, will there be any interviews at all in May, since they usually schedule you in 4 weeks' time?

Probably not.   They are still going to process AOS and ROC (as they are already in the US).   I don't expect local field offices to have a reduced workload of family based green cards anytime soon.

Got to open the offices to the public.  I'd expect that to be done in waves of states based on the virus status.

I don't really see why the 60 day pause would affect USCIS interviews.

I agree, the EO does not appear to apply to anything being processed by USCIS.  In fact categories impacted by the EO may still be processed by USCIS, the EO just seems to apply to the actual issuance of certain IV visas which is done by the State Department.

If anything I will assume it would speed up the process, since there is much less workload so there is more time to focus on other types of cases like the N400

On March 18, U.S. Citizenship and Immigration Services temporarily suspended routine in-person services to help slow the spread of coronavirus (COVID-19). USCIS plans to begin reopening our offices on June 4, unless the public closures are extended further.
