Apart from “each case is different” approach, i think they are randomly processing the recently received petitions/applications just to make it look a bit better.

At my local office, people who did not file I-751 together  with N400 are getting their naturalization interviews scheduled much faster. Even some combo filers who filed after me have already become citizens. I filed I-751 in Oct 2017 and N400 in Oct 2018. Yet both cases are pending and some combo filers who applied in Nov & Dec 2018 are already done.

Why does this happen? Shouldn't there be a line for everyone? How is this fair? And obviously, they won't tell me why mine is taking longer than others.

how many days you received the letter for  biometric after you send your N 400 application? i am still waiting for my biometric schedule .I sent my N 400 application almost a week.

Having seen them move those boxes with files around, I would not be surprised that it actually is not intentional. Nobody is going to shuffle boxes around to store them in the order they were received. New goes on top of old and I seriously doubt that anybody retrieving them will re-sort them to put them in the correct order. These are some serious boxes and they most weigh a bit.

Than again they are only human so if they can look better by getting some done really quickly, I can't really blame them either.
