I need help understanding why I got refused after Administrative Processing

Are you sure about that? (FYI there is no USNWR ranking for them because they declined to fill out the data. Imo that’s another warning sign.) I would be pretty certain that the top couple of colleges at least in Algeria are better than this one. Algeria has 8 universities in the THE ranking. This Maharishi place doesn’t appear to be in the rankings at all. 
 

You stated early on that you have good academics. There are reputable colleges in the US that offer funding to internationals with good academics.
 

By the way, I doubt that the low graduation rate was a reason for denial - as long as you have a valid SEVIS and funding it is not up to the CO to decide if the university is a good or bad investment for your education.

I’m not sure what you want. Almost every private college offers some funding to international students and some public ones do too (usually the lower ranked state flagships or state colleges like Nebraska or Ohio State and sometimes even the better state flagships), though funding varies from very limited to very generous. If you’re looking for a list, I’m not going to sit here doing your research for you, especially as I have no idea what you actually want to do or what your grades or test scores are. If you have been serious about wanting to properly study in the US rather than just look for an easy visa, I would expect that you would already have done all this research already, to be honest.

Don't get me wrong I didn't ask you to go and do some research for me I thought you had something in mind already that's why you talked about that, that's why I asked, and yea I've done my research but couldn't find any this university was my last resort because I will be getting my degree this month and I don't want to waste time because of some personal issues, anyway sorry if I offended your or something, I didn't mean to.

My understanding that for an advanced degree that the Institution was nearly as important as the qualification, just wondered travelling all this way and going to a third rate Uni, well seems odd.

I had my doubts at first yea but as I said I got to know many Algerians who went there and I also met with some of their professors when they held a conference here that's why I applied for me and what I need it was a good opportunity.

Well if you know many who went there then the implication is that the denial is something particular to your case.

While a small university in Iowa can get SEVIS status, applying for a masters and 2 year CPT raises concerns.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed  

November 30,2021  Interview, Approval and Oath

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved 

April 6,2023 Legally Separated - Oh well

Your timing is somewhat strange too. For graduate school, applications generally have to be in between October and December to start the following fall.  I’m guessing you had a spring admit to this place, for which applications presumably had to be in some while back.. Graduate school is not generally a case of you just start whenever you feel like it. Whichever way you look at it, you have plenty of time to research for the next application cycle. Although, seeing as you don’t exactly know why you got denied, it’s hard to say if another application will be successful or not.
