Lots of LPRs don't speak the local language in the US which is English.  This is why they are allowed to bring a translator to their AOS interview.  Speaking English is not a requirement to immigrate

"Most" people who take the time to learn English generally learn proper English and speak better than most of us here in the US, (with the exception of my 9th grade English teacher!). Likewise, while in school, I took German, (instead of the one of the Latin languages), and was taught 'proper' German. Where there were no local dialects (or slang) used.

To the OP's point, it would behoove your fiance to learn English to better assimilate to the country. To stay only within a small circle, is really doing a disservice to oneself!
