We received the k1 visa today at mall of Asia and went to cfo and got the sticker placed on the passport. How should the cfo certificate be attached to the passport for the flight to the US?

Certificate doesn't need to be attached to the passport, only need the sticker.  You can put the certificate away.

Contrary to the advice above be sure that she carries the CFO certificate with the yellow packet in her hand carry luggage as exit immigration in the Philippines will be looking for more than just the visa, terminal fee payment and CFO sticker based on our experience in Cebu before being allowed airside. Without the certificate being presented along with the passport and sticker they wouldn't have allowed my wife to pass.

Must have been an isolated incident,  we had only the sticker in passport (never had certificate because she attended the seminar already with visa in the passport) and no issues, questions or concerns when departing cebu.  You didn't mention the travel tax (TIEZA) they are interested in that not the CFO GCP seminar certificate.

Nope, the travel tax was only asked for and verified at the check in counter. They were only interested in the Visa, exit declaration form, CFO GCP certificate, and sticker in the passport at immigration at Cebu Mactan International T2.

It's one of the requirements to leave the country according to the CFO:

Quote

Answer:   Section 16 of the Republic Act 10364 ("An Act Expanding the Anti-Trafficking in Person Act of 2012") states that: “Bureau of Immigration (BI) - shall strictly administer and enforce immigration and alien administration laws. It shall adopt measures for the apprehension of suspected traffickers both at the place of arrival and departure and shall ensure compliance by the Filipino fiancé (e) s, spouses and other partners of foreign nationals with the guidance and counseling requirement as provided for in this Act.”

The CFO Guidance and Counseling Certificate which is issued to the counselee after compliance to the program is presented to the Bureau of Immigration as indicated in the existing Guidelines on Departure Formalities for International- Bound Passengers. (http://www.immigration.gov.ph/)

Then my wife would still be in cebu because we couldn't have produced the "certificate" because she never received it.  And yes, we flew out if mactan t2.

YMMV

We just had 3 go through.  They looked at the sticker and never asked for the certificate.  We were at NAIA though.  If the sticker is there they shouldn't need to show the certificate.
