When can I apply for citizenship?

Hello everyone.  I came to the US as a fiance of US citizen and based on our marriage here I was given a conditional 2 year Green Card.  Before the card expired I applied for Removal of Conditions (Form I-751) and I am still waiting for the decision.  This November (2019) it will be 3 years since I got my conditional green card, can I apply for Citizenship?  Should I wait for the results of I751? Can I start my N400 case while I wait for the results of I751?

Yes, you apply under the 3 year rule once eligible. Read all the forms and instructions to ensure you meet all the requirements before applying.

You can apply even if your I-751 is still pending. It may or not result in a joint interview for both. the N-400 cannot be approved until the I-751 gets approved.

Given anecdotal evidence that people from countries like yours are subjected to extended background checks, it might actually be a good idea to apply for the N-400 while your I-751 is pending. But make sure you have been married for 3 years by the date you submit the N-400, in addition to meeting other requirements.
