and she told me when it’s done we will mail to your mailing address.

am I in big trouble?

Will they do all procedure from beginning?

How long does it take to get back passport and reseled packet?

Is it gonna effect on my visa?

Relax! It a simple step of resealing your packet and sending it back to you.  That was a big fine most don't charge you but I think because you didn't follow the instructions you had to pay another fee. Be sure to keep it safe till you turn it over to immigration at your POE. You are going to be fine.

Thank you all for your response.

And I was just trying to cut the main parcel with seizure and I was totally unaware of that I was supposed to get this envelope.and in process of cutting the parcel I also cut the inside envelope.and I just took the passport out (still didn’t know there was this envelope,I just thought they just sent me all the docs back)

and then hen next day I left to cross the border, but at border immigration officer told me that this envelope should not be opened by you.and he denied the entry.he also mentioned that this is just a administrative denial, you just need to get the resealed envelope and you will be good.so I went back to Montreal consulate and now waiting to get the resealed envelope back.i hope everything goes right.

has anyone had this experience before ?has anyone tried to cross the border with opened envelope?

thank you in advance!

Yes there have been others. I read not long ago from a person that was leaving her country and made a stopover in another country to meet friends or family and that country's immigration wanted to see what was in the packet she was carrying.  She refused and pleaded that it couldn't be opened until she arrived at immigration in the USA. They took the packet from her, opened it up and proceeded to rifle through the papers with no regard on how to put her packet back together. She just shuffled the papers back together and left immigration in tears and very concerned about what will happen once at USA immigration. Once she arrived at USA immigration she explained the problem and immigration told it wasn't a problem they let her into the country with no further problems.

So don't be worried you'll be fine.
