Your window opens July 20th, 2019

You can file any time between that date and the expiration date on your card.  Do not allow them to receive it even one day early.

You can file anytime within that 90 day window. Do.not file before the window because it will be refused.

You can file your application for ROC within the 90-day window but not before or else it will be refused and returned to you, and certainly not after! ;)
