USCIS Checklist Stepkids

I'm a US citizen getting ready to start petitions for my stepkids. My wife has been here since December on a CR-1 visa. Is there a comprehensive checklist? If so, do you have a link? What should we include? 

 

We want to make sure to get everything right the first time. Thanks for your help.

I recently submitted documentation for my step kids.  So far we have used: children's birth certificate (legalizada) we had them translated, my husband's birth certificate (legalizada), my birth certifcate (US birth certificate), We had to provide documentation proving our marriage (again), kids need a dominican passport, and the affidavit of support form.

Children under 18 will need some kind of permission letter from other original parent, or their proof of death or proof of your wife's sole custody.  Not every country's laws are the same on this but you do need to address this with stepchildren visas.  We got our IR-2 child out of Russia without the Father's permission because in certain situations Russian law permitted the mother to leave with her child and NVC ultimately agreed with the interpretation of Russian law.  The operative word here is "leave" Russia.  There was no permission to enter another country except for the USA which gave us the stepchild immigration visa for entry.

Okay I know we need permission forms from the other parent or a court order but do we need it at the USCIS phase or is that documentation submitted to NVC
