Did you officially withdraw anything?  Have you gotten any warnings from NVC about suspension or expiration?   I think it is 1 year without contacting NVC will result in expiration.

Hi, my wife's i130 was approved on July 24 2018, I haven't acted upon it yet. After reconciling with my wife I want to continue the process. How long do I have to pay the AOS and Visa fees before it is canceled.?

Your petition was approved almost a year ago?   Did you hear from NVC regarding AOS and visa fee payment?   The petition from USCIS is only valid for 4 months usually unless NVC extends it for up to a year like the embassy does, you may have to complete a new petition.   I would highly suggest you contact NVC to get the facts.

Immigrant visa:  1-603-334-0700 Operator assistance is available Monday through Friday from 7:00 AM to 12:00 AM (Eastern Time) . For the shortest wait time, begin calling for the NVC Agent at 7:05 am EST M-F.
