My husband is already uploaded driving licence, citizen proof at nvc

While 221g CO already mentioned that last 5 year residential proof of both beneficiary and petitioner and at that time I already submitted.

Apparently they don't believe it was enough.

 

Proof of citizenship is not proof of where he lives.

@An&Ak, if it’s me I would resubmit the copy of his license along with anything that could prove his US residency including utility bills , rent or mortgage statements etc. You should get approved with that

Utilities, bank/tax statements, w2s that show he lives and works in the US. 

I-751 journey

A USC is free to live (reside) anywhere in the world.  He must provide evidence he is currently living in the USA and not with you in your country

You're not understanding things.

 

Being a US citizen is NOT ENOUGH.  He must be a US citizen who is DOMICILED in the US.  Meaning, he needs to prove 2 things; 1) US citizenship and 2) proof that he lives in the US. 

 

The letter is ABOUT HIS DOMICILE.  The letter is NOT ABOUT HIS US CITIZENSHIP.  

 

Where has your husband been living?  Where has he been working?
