Canadian not sure where to send my I-130

Go to the USCIS website, search for I130

along with the form itself, there is an instruction PDF, and tabs down the page that tell you 

Where to file

fee and how to pay it ....

Where does the US Citizen currently reside? Washington state or Canada? If Washington state then mail to the Phoenix Lockbox. If Canada then mail to the Chicago Lockbox. https://www.uscis.gov/i-130-addresses Remember the US Citizen fills, signs, and files the I-130. The immigrant fills the I-130A.

Yes, I am the American living in Canada, we visit Washington state often through nexus. My husband is Canadian. And we have been married for almost three years. 

So it looks like I’ll be filing to the Chicago one. However how do I pay the money order? Should I just use an American bank or will they accept something from TD (a bank in Canada)

Also, your husband will interview in Montreal: https://ca.usembassy.gov/visas/family-immigration/ This is all assuming he doesn't have Native Indian privileges: https://ca.usembassy.gov/visas/first-nations-and-native-americans/

Those "instructions" contain the answer to that question.  Careful and complete study of those instructions will be critical to your ultimate success, as without doing so, you'll never know WHAT you don't know.

Note, the one and only US Embassy in Canada, is in Ottawa.  The one and only US Consulate with an Immigrant Visa Unit is in Montreal.  That is where your spouse will "apply for a visa" once your Petition is approved.

Facts are cheap...knowing how to use them is precious...
