DS-160 required?

Yes.  She needs to file a new DS-160 to apply for the K-1 visa at the US Consulate.

P.S.  My wife would not like it when if I said that "she claims she did . . . .whatever"  It like I don't believe her by using the words "she claims."  May I suggest that you just say that "she said she filed a DS-160 to get it."  Less judgmental.  For the tourist visa, she was required to file a DS-160.

We have received the NOA2. My question is that my fiancé lives in México she already has a tourist visa she claims that she had to fill out the ds160 to get it. Does she still have to do it for the K1 visa?

Ds160 is an application form.  New Visa, new application form required.
