It's not possible to sponsor people for an F-1 student visa.

 

Your wife's sister can apply on her own merits, but from the Philippines her chances would not be sizable.

Sponsor in the sense that you will be picking up the costs is possible,.

She can apply for an F1 visa. Note the restrictions on attending  high school on a student visa - if public, only one year maximum is allowed and the full unsubsidized cost must be paid. Private school you can do all four years. If by sponsor you mean being able to pay for 4 years of high school and 4 years of college, then by all means have her apply for an F1 visa. You’ll need to find an approved high school (not all will take international students) and show proof of ability to pay all costs.  If she gets approved for high school, I believe she will need to apply for a new visa when she moves on to college.

Check in with a private high school in your area, talk with the admissions person there, get their take on that school handling an F-1 visa ...
