It's normal. Actually, they were more honest with this person than they normally are. They like to say "approved" at the interview but you can't be 100% sure that you'll actually be approved until your status changes to "issued". They do more background checks after the interview, there has been people who have been told they were approved at the interview, but later got their visa application denied/refused.

Thanks! I'm going to pick it up since there's no telling how long it would take to be mailed. I'm in Ottawa, so it's a 2 hr drive, but it's worth it!
