Very probable that the work permit USPS returned to USCIS was not just an EAD but an EAD/AP combo card. You only have the AP approval notice, not the actual AP. A stand-alone AP looks like this:

That's not how it works. You can't walk into their office and be handed an AP. When did you apply? You can try to expedite but you will still have to wait for a response. It will be mailed to you when it is ready.

Yes but after we moved we changed our address on Uscis website and did send request 2 times.We got letter from uscis after we did send request saying that please allow us 60 days to send her work permit.it's over 90 days she still didn't get it.We called again a few days ago I talked to tier2 , she said she will send a e mail to office where her work permit is and we may receive it in 45 days.So we they didn't do anything over 3 months now we need to wait another 45 days.

So We have no choice.We gonna wait till they send her work permit which is they never gonna send it back or wait for the green cArd.

Ah,  my mistake, I didn't see this. Well, hopefully the OP will be able to figure this out. :(

I would certainly ask and try to expedite. It's a slim chance to ask but it doesn't hurt to try.

I am sorry for the late update.We went to local office and we were told we need to wait.Nothing to do at this time.OFficer said they are very busy and they do their best. But how hard it is just to send a card already issued.They lost her card or they don't want to send it.I don't understand it.
