Do I have to translate non-English documents ?

I see this on NVC website

"All documents not written in English, or in the official language of the country in which you are applying for a visa, must be accompanied by certified translations".

what is different between "English" and "the official language of the country in which you are applying for a visa". Are they same? 

My wife she in Vietnam is applying for the US Visa. Do I have to translate Vietnamese documents to English?

English is English. The official language of Vietnam is Vietnamese (tiếng Việt).

 

If you are applying in Vietnam, and a document you are submitting is neither in English nor Vietnamese, then that document must be accompanied by a translation. You do not need to translate documents that are in Vietnamese. \

"official language of the country  IN WHICH  you are applying for a visa. "

Thanks for reply. i am not good in English so i am confused IN WHICH mean in the country the applicant residing, not the U.S ,right?

Correct. No need to translate Vietnamese documents.

This thread confused me...He is stating that his wife is in Vietnam applying for a US Visa.  ANY document that is in Vietnamese, HAS to be translated into English.  It doesn't matter if they are applying in Vietnam or the US.  The embassy is still a US Government agency which the official language is English.

They need to be translated to English, which is the official language of the country in which you are applying for the visa....United States.

You're misreading the text you quoted.

"in the official language of the country in which you are applying for a visa" = the country of the embassy/consulate where you interview. There's no reason the US would reference non-residents applying for non-US visas.
