It is called USCIS, to be honest. I have lots of theories, but not sure any of it applies here.

Called the automated phone line after I got the second transfer notice. Got transferred to Arlington VA. VSC filer.

I just called but they only said they transferred my case to another jurisdiction instead of telling me exactly where it went. Are there any specific guidance to know exactly where it went to? Thank you in advance!

Wait until you get the second status change notification. Usually about 2days after you got the first one.

My question is - Why transfer now? ant they suppose to get to a decision? 

When I filled the wait time was 11-13 months. So its already time.

On March 19, 2019, your Form I-751, Petition to Remove Conditions on Residence, Receipt Number EAC......................, was transferred to another USCIS office. That office now has jurisdiction over your case. We sent you a notice that explains why we moved your case. Please follow the instructions in the notice. If you do not receive your notice by April 18, 2019, please go to www.uscis.gov/e-request to request a copy of the notice. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.
