I currently live overseas and majority of my supporting documents are in Japanese. I was wondering about when you submit the English translations of the supporting documents, do you have to get the English translations notarized or attested?

You don't have to, but if the marriage certificate needs to be translated, might as well get a professional service as you'll need the translated version for other business in the US.  I had my husband's certificates all professionally translated online as they had good templates for forms and it took a day is all.  Pricing wasn't bad.  They all came with a certificate of accuracy.  It just makes it easier to approve, in my opinion.

Certified translations are required, whether certified by a "professional service" or an individual, the certified translation, IS a certification of accuracy.

This section applies to documents submitted at the NVC stage, not documents submitted to USCIS with a petition.

can petitioner or the beneficiary do the translation? or third party

Yes, but I usually recommend the petitioner do the translation, then have a bilingual friend check it for accuracy and sign as the translator.  Have you actually read the I-130 instructions on this?  If not, do so.  China is the exception.  Translations of Chinese documents must be done by  a Chinese Government Notarial Office.  (Gong Zheng Chu)

translation is done. so along with the English translation of marriage certificate do I need to include copy of original marriage certificate but its in foreign language  and USCIS will not be able to understand...

Read those instructions again.  Include the certificate AND the certified translation.  That USCIS doesn't understand the original is beside the point.  Follow the instructions.  USCIS actually uses translators to verify translations, when they see a need to do so.  It's up to the adjudicator reviewing your file.  If they see just a translation, you'll get an RFE requesting the document translated.
