Help on how to ensure the NVC selects the Embassy you requested

My fiancée has a great job in Singapore and wants to keep working there until our K-1 petition is approved.

 

When we receive the NOA2, she will move to her home country, the Philippines, to visit with her parents and prepare for the interview.

 

In Part 2, items 62.a / 62.b of the I129-F, we specified the Embassy to be MANILA, PHILIPPINES

 

In part 2 47.a, we specified the beneficiary’s physical address abroad to be SINGAPORE, which is accurate (for now).

 

What are the chances that her visa interview will be scheduled for Singapore, not the Philippines? I’ve heard can happen, but would like to ensure that our selected Embassy is Manila.

What has been your experience with this? Can someone please provide some insight?

If she has lived in sinapore for over a year (i think and stand corrected if wrong)  she will need police clearance before returning to Phillipines

That’s right, she will need a police report from Singapore before she returns to the Philippines.

 

Appreciate you mentioning that, in fact I just learned of that fact this week... we made sure to add it to our list.

Chances are that they will send to Singapore.  They are inconsistent at best to look at Q. 62

Another question to the group—would it solve the problem to effectively be “untruthful” in item 47a and provide the beneficiary’s current address abroad as the Philippines?

Nothing, but I was planning on supplying the Philippines address as her current physical address to force the issue of the embassy. 

 

She owns a house in the Philippines, although she lives and works in Singapore.

Very common for Filipino's to work outside the country so it is not a worry

 

It is more untruthful to not supply the Singapore address as she will most likely need a PC from there

 

A file transfer from Embassy to Embassy takes a few weeks

Even if NVC makes a mistake, it's not the end of the world. It will add extra time to your case, potentially, and isn't necessarily a great idea, but you can change the embassy location once it's already been sent off by NVC. I'd spoken previously to consular staff about it, and they'd said it's possible. Tajikistan, where my fiancé is currently residing, doesn't process immigration visas, so he'll be going for his interview in Kazakhstan. However, as an Afghan refugee, he has limited travel privileges, and Kazakhstan has been known to deny refugees entry for visa interviews in the past, even if they have bonafied documents from the American embassy proving their intent for traveling. Anyway, long story short, my case will be sent to Kazakhstan, but the consulate has said it's possible to change the processing location after its already arrived at the embassy, if due to extenuating circumstances (i.e. third party country won't allow entry for an interview.) So, it may be worth consulting with the embassy about your question. Every country has different regulations, of course, but if NVC mistakenly sends it to the wrong country, you may still be able to change it. So no use panicking yet!

Conclusion: I'll leave the beneficiary's address abroad in Singapore and hope for the best, given she is Pilipina and this is a common situation.

In the worst case, it sounds like we can change embassies, although in all truth, an interview in Singapore probably wouldn't be a shop-stopper. The flights from Manila are not that expensive, and I suppose it wouldn't really  be a problem.
