My mom was applied for N-400.   In her first interview she failed to pass the English test. But after her second interview, she got the results with two items selected. 1. You passed the tests of English and 

US history and government. 2. USCIS will send you a written decision about your application.    

 

But a after a week she received  a letter stated that 

"Therefore you were unable to achieve a  passing score on the English speaking and understanding portion of the naturalization test. As a result, you have not demonstrated your ability to pass the educational requirement for naturalization. Therefore unfortunately , USCIS must deny your application for naturalization," 

 

I have attached the two images for more clarification.

 

Could anyone please help me by explaining the matter?   what she can do now

Seems they decided the interview was considered incomplete as your mom could not demonstrate basic conversational English.  This became apparent again during her second interview attempt.  Follow the directions at the bottom of the denial letter to request a hearing or schedule an infopass appointment if you feel the need to speak to someone from USCIS.

My assumption is that the top mark on the first one was in error.

she can practice and apply again for the N400 when she can understand better basic English

 

she passed the rest, but it seams she couldn't understand the officer and lead a basic conversation, at least that's what the letter is saying

Thanks.  But according to Interview result(N652), she was passed both in English and USA HISTORY AND GOVERNMENT.    If she was failed , then why did they tick that box in N652?

Is there any way to contact USCIS regarding this issue?  I am trying to book an appointment with field office but there is no available slot for next 14 days.

I do not know why they ticked the box but the letter clearly says that she couldn't understand and respond to the officer at both interviews. Therefore I'm suggesting that she learns English.
