RFE is a tool primarily used by the Service Center where your I-751 is at.  IF you file for N-400 & IF your I-751 file has already been transferred to NBC as a result, your file will NOT be opened until you are interviewed for N-400.  Therefore you will not receive RFE.  What people have done when they expect a combo interview is to bring any additional evidence they have since the time I-751 was filed with them to the combo interview to avoid the Field Office holding the case further due to lack of evidence.

 

IF you file for N-400 & IF your I-751 file has NOT been transferred to NBC.  This means that your file is still being processed by the Service Center when you file for N-400 (small group of applicants have experience this).  This could result in either the case being approved or RFE being issued (if the evidence is insufficient).

Mine was transferred FROM CSC TO VSC january 4th. 

 

Then n400, just submitted that january 2019 as well, biometrics done feb 2019

@CSC_SD1017 - If you have not received another notice that your file has been transferred to Lee Summit, MO (NBC), it would mean that your file is still at VSC and therefore will be processed by VSC based on that logic.  I hope you get your approval without any RFE.

But it looks like you are filing with Vermont, based on your profile, and Vermont has not transferred that many files out.  The recent transfer out was February 2018 files to Texas Service Center.  It is frustrating, I know, but keep your hopes up.  This too shall come to an end.

GBOS: So, you are saying that those guys applied N-400 , they have little chance to get ROC approve separately  and the recent policy of USCIS to approve N-400/ROC together? If that is the case, how we will know that.  I filed N-400 and my case status says I-751 in local office since April 9, 2018.  I am Nov 2017 filer and EAC18061XXX

@dilip - N-400/ROC joint approval is actually a long-standing policy for as long as I can remember.  It is a matter of timing that would determine if I-751 would be adjudicated together or separately.  If you go to February 2018 or March 2018 thread, I explained the four scenarios in details about the N-400/I-751 myth.

 

If you receive a notice that your I-751 is transferred to NBC AFTER you have filed for N-400, that is a guarantee that you will NOT be receiving the ROC approval prior to your N-400 adjudication.  For some people, their I-751 files are already on the IO's desk as they file for N-400, that is why their I-751 get adjudicated separately by the Service Center (not expedited by any manner, just a pure timing luck).

@mrandmrsBRS - I don't have any insight about it at the moment.  I am asking around through the contacts I have and I was told to see CSC transfers workload to NSC, and VSC transfers workload to TSC.

 

For your information, for years only CSC and VSC have been the adjudicators for I-751.  Beginning in October 2018 (fiscal year 2019), USCIS begins to lockbox filing system and assigns I-751 files to one of the four Service Centers (CSC, VSC, NSC, TSC) based on the capacity (and I also believe based on the geographical address of the applicants).  That said, I-751 files are now spread over four Centers and some of us under the "old, CSC/VSC system" are left to wonder who will really be working on our cases.  That is the reason for all these transfers we are seeing now.

That's not good....they have transferred a whole lot of people to Nebraska, I hope our case get approved soon.. USCIS needs to speed up on the processing time..
