This means that even USICS had moved final action dates for category other than F4 category , they are not receiving demand which they expected. Due to that they moved Worlwide (China) at more than regular pace 11 weeks (instead of normal 3 weeks which is "Rapid" in comparision and as good as 3.5 months movement. Please also note other category  countries for F4 moved only 3 weeks which is normal)

 

-- It says "  This action will allow the overall desired allocation level of number use for and through April to be met.  There are signs that demand in the other categories will increase in the coming months, resulting in the higher monthly allocation totals required to allow number use to reach those desired levels. "

 

This means This Rapid movement will allow USICS to use "Overall" numbers (which is normally total USICS would normally like to use in quarter irerespective of Category). And due to that they expect "demand in the other categories will increase in the coming months". Due to that the other categories will use more numbers then normal Quaterly numbers. 

 

-- It  Says " The Fourth Preference date will then be held for a period of time while the anticipated monthly allocation levels in those other preferences increase, without drastically altering overall workload patterns. "

 

It means , as other category will use more numbers than normal level . They will not be able to allocate normal numbers to F4 and so movement will not be seen in F4 category.

 

I said uptil October because yearly numbers get reset in the month of Oct. 

Also , I said that it will be "same movement (2-3 weeks)" for other countries but not for woldwide / china

16- July 26, 2016 : Ask NVC if I can file CSPA

17- July 28, 2016 : NVC replied CSPA as "cannot be reviewed" due to "no visa number available"

18- Aug. 10, 2016 : Send AOS and IV Package

19- Aug. 12, 2016 : NVC received all the civil documents and I-864 AOS Financial Documents (11.04 AM)

20- Aug. 15, 2016 : Sent ASK NVC to Add my petitioner as my (Agent/Attorney)

21- Aug. 17, 2016 : NVC Scan Date (NOA 1)

22- Aug. 20, 2016 : NVC Replied and removed my previous Attorney and add my Petitioner

to be my new (Agent/Attorney)

23- Oct. 04, 2016 : My son's name (who is under CSPA) deleted

24- Oct. 05, 2016 : Received NOA2 asking for 2015 W-2 (form)

25- Oct 05, 2016 : send 2015 W-2 form by (Email & Mail)

26- Oct. 06, 2016 : Case Complete Email

27- Oct. 11, 2016 : Case Completed after receiving all required Documents (NOA 3)

28- .....................: Interview Confirmation | P4

29- .....................: Medical
30- .....................: Interview [at 00.00 AM]

31- .....................: Visa in Hand

32- .....................: POE [JFK]

33- .....................: CSPA approved

Hi bebin, my take is that they used the part from other categories which they didnt used (till apr)and gave to F4 category for "quater"  

 

But if other categories demand increase in future .they will prioritize other categories over F4. So depends on other categories...but my guess it should be atleast 2 weeks movement. They should NOT stop F4 but they used word "held" so they can , atleast for this quater.

Dont think there will be retrogression

 

But 2nd chart should move now..may be within 2-3 months...

As per my experience I have learned NOT to estimate...Estimate never goes right :)

Mostly waiting for it to be approved and then waiting for a visa number which may happen about 2026 or later

This will not be over quickly. You will not enjoy this.

My sister in law filed a green card for my wife. Her family income is not enough to sponsor all 3 of our family members. In that case, I understand we will need a joint sponsor. I also have a brother who is a US citizen.
Both my spouse's sister and my brother files taxes Jointly in their family. So, their Annual Gross Income filed is a joint income. Does their spouses will need to fill out i864's? Would be great if someone could shed some light on this.
