For a PD of March 9, 2017, you have a wait ahead of you. Is the petitioner a U.S. Citizen? If so, then you might expect a similar wait to mine...165 days from NOA1 to NOA2.

My PD is 12/12/2016 and my case is also being processed in Nebraska. I too am waiting, but I have started to see approvals from early November out of Nebraska. So it seems that we should be hearing something soon. I am hoping within the next couple of weeks. If I have not heard anything by 6/12/2017 (officially 6 months) I am going to give them a call.

You're still within normal processing time, you shouldn't hear anything until July, I don't think calling at that point will help much.

Case says READY but consulate says case is not in system, I jumped the gun and booked an interview but they say its invalid until I receive the letter so I might have to cancel it.

Appointment Letter: Flew to Juarez just to get this, its actually 2 letters you need.

Interview Day: Jan 2nd   Interview Result: APPROVED

Tracking Number Received: Via email notice and website the afternoon of Jan 4th    Visa Delivered: Friday Jan 5th Mexico City

USCIS Notice - Green Card mailed: 3/28/18

My PD is the 23rd.

Not sure where your beneficiary is, but there's a clinic thats approved to do medical in Mexico City, you might need to be from CDMX though.

Craziest thing..  We were able to use CEAC uploading due to Frankfurt being our consulate. Got a case number at NVC on the 11th of May.  Uploaded all documents by the 24th..  Got sent to Consulate the next day.. and the next day had an interview date of June 20th and it just so happens I had booked a trip to Germany in January from the 15th to the 4th of July..  So.. from Dec 6th to June 20th.. Interview. I am shocked..
