Guest-Worker Program Part of Government's Immigration Plan

The Bush administration yesterday circulated a new plan for immigration reform that would create a guest-worker program for illegal immigrants currently in the country but would require them to return home and pay a large fine to gain permanent U.S. residency.

On the enforcement side, the plan calls for deploying about 6,000 additional Border Patrol agents along the southern border, together with 200 miles of vehicle barriers, 370 miles of fencing and a 300-mile virtual wall of electronic sensors. An employment verification system would feature new, tamper-proof identification cards for immigrants.

The administration has worked on the plan in closed-door sessions with Republican senators since President Bush called for comprehensive immigration reform in his State of the Union address in January. Homeland Security Secretary Michael Chertoff and Commerce Secretary Carlos M. Gutierrez have led those discussions, an administration spokesman said.

"We're working with them to build a proposal that will address the problem of illegal immigration and deliver a system that is secure, productive, orderly and fair," said the spokesman, Scott Stanzel. "We hope that this is something that can move forward and reach the president's desk this year."

A bipartisan bill introduced last week in the House was condemned as an amnesty for illegal immigrants by some Republicans because it calls for a temporary guest-worker program that would give participants a chance to become legal residents.

Under the administration's plan, illegal immigrants would have to register for temporary status six months after its enactment. "Any alien wishing to transition to legal status must come forward during this time," according to talking points on the plan, "and every household member must be separately enrolled."

Background checks would follow, and cards, known as Z-visas, would be issued allowing the illegal immigrants to work. The visas would have to be renewed every three years, and an applicant would have to pay each time a $2,000 fine and a $1,500 processing fee.

To get permanent legal residency, Z-visa holders would have to return to their home countries and apply to reenter the United States legally through U.S. embassies and consulates. They would also have to pay two large fines, $2,000 to apply and $8,000 if approved.

The plan would scale back legal immigration based on family reunification. It calls "migration of extended family members" a problem because too many people have applied for entry under that designation. "It will take over 30 years to finish processing them on our current path," the administration said in its talking points. The proposal would eliminate preferences for siblings and adult children, and give the government discretion to redirect the 50,000 visas that are issued annually for that purpose.

Actually up until 1964 there was a perfectly good "guest worker" program called the Bracero Program.

Migrant workers would come up North to the U.S. at harvest time and then return to their home and family in Mexico afterwords.

It was only during the Lyndon Johnson administration that actual monetary incentives and other social welfare benefits were offered to Mexicans to come and bring their wives and oh by the way make sure that your children are born (free of charge of course) in California hospitals (and Texas, New Mexico, & Arizona as well). Not only that, but we Democrats will make sure that your children get a free education and will even teach in Spanish so they will learn quicker. Not only that, but if for some reason your husband abandons you we will give you a welfare check - Aid to Families with Dependent Children. Not only that, but us Democrats will pay you more if you have additional children "out of wedlock". Not only that, but us Democrats will make it illegal - against the law - for any social welfare worker or medical worker to even inquire as to your legal status in the United States. Not only that, but us Liberal Democrats will allow the Social Security Administration to add to it's coffers any monies collected from fake, duplicate or imaginary Social Security Numbers. Not only that, but us Democrats will not enforce any requirements upon

businesses to check for legal status in the United States.

Forty years later of Democrat Policy there estimated to be 10 million illegal Mexicans living in the United States.

My wife tells me that that is more than the population of the Philippines. She asks me why they are so unfair to Filipinos and other countries by comparison in regard to immigration and "what are they going to do with all these people"? I say, I don't know - the "floodgates" were opened forty years ago.

As much as I hate amnesty...I'm beginning to believe the politicians will follow the money. The US Chamber of Commerce is investing mega millions to buy this one through. Presently it is the #1 spender on Congressional lobbying. And you can rest assured their best interests are being looked after...not ours.

So much for democracy and the will of "The People". The vast majority of the American people do not want amnesty, more guestworker visas, or the huge increases in immigration that all these legislations will bring. But the oligarchy has a much different agenda.

You can rest assured that the American taxpayer will continue to subsidize their cheap foreign labor by passing the social costs on our backs. Not only the illegal aliens get their amnesty, but so do the crooks that have been employing this contraband labor for decades with little or no fear of prosecution.

For the millions who have been living in the shadows and don't have any other option i.e. marriage based visa, I imagine for a little more than $1000 a year quite a few million will step up and pay the guest worker fee. But a whole lot less will go through the green card process since it involves returning home and paying a very hefty fee and fine. Then again, I doubt it will pass.

Nothing is in stone yet. This is the White House proposal. What the White House wants.

The House and the Senate both have bills they are working on, and I daresay they won't be giving Mr. Bush everything he wants.

That being said, you may as well 'brace yourself' for some type of program to legalize those 'living in the shadows'. It remains to be seen how it will be done.

I prefer to look to the portions of the Senate bill addressing the huge fee increases recently proposed by USCIS as they relate to their inability to complete the task of namechecks. And the proposals that require them to answer for namechecks that take more than 180 days, rather than sweeping them under the rug.
