I even don't know from where to start.

I just receive my citizenship letter.. that they denied...

i send out my papers last summer. got interview on October, passed us civic test.. officer gave me letter telling that decision can not be made at this time..they ask me to send them couple papers.. some tax form.. and apartment lease contract.. by December 2.

I did send them all that they asked me with tracking number... they receive it on December 1. Few weeks later i receive letter that they denying my case because they haven't receive anything ...even thought tracing number and signature clearly showing that they did receive on December 1.

I had made info pass appointment spoke with customer service, they told me that they are going to reopen the case. just wait one month and give a call. i did ... after 1 month i call them... they told me they are working on my case contact them in 90 days if i wound't receive any letter from them... so 2 month pass i call them again spoke with customer service.. they call me that i will receive letter in 2 weeks...i did... they saying that they denying my case , and it was never reopen... what can i do...

From the limited info in your post, it doesn't sound like they didn't get your extra documents; it sounds like they denied it the first time, you asked them to re-open, they did, and then denied a second time.

Did you apply based on 3 years or 5?

What exactly were they asking for, and why?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

From what I've gathered, they typically only go into details on tax filings and lease documents if you have had a 6 month+ absence from the country, or multiple lengthy absences.

This is when filing based on 5 year residence. Even though you haven't specified, it sounds like that might be the case.

Calling is useless. Go for info pass, bring the tracking, and insist to speak to a supervisor. Most likely your case was never reopened.

I apply based on 3 year rule.

well as far as i understood... they denied in first place... after i spoke with info customer service.. they said that they will reopen. but that officer who handle my case maybe didn't want to .. or something... i don't no what happen...

because then i receive letter one more time right now that they did denied my case. It says that case was never reopen....

i try to set up info pass appointment... but here is no appointments available.... i know that i can apply again... but that cost almost $700.

i didn't do anything bad.. never left country, don't own any taxes... paid always on time.

Try to do a walk-in to your field office and insist on talking to a supervisor, Just be strong and polite, tell them that your case was denied based on their mistake [ they didn't route your RFE response right]

No MOTION TO REOPEN will be filed on phone, you must have misunderstood phone representative, or they don't know what they are doing (they might open a service request but it was definitively not MOTION TO REOPEN.) Nothing you can do rather than sending it again.

what documents did you bring on your first interview sine you were filling based on the 3yrs rule?

well everything... taxes last 3 years, lease,bills. contracts...photos.., proof of citizenship

well then i ask them to reopen... i spoke with info pass , and supervisor told me right letter.. asking to reopen

Write a letter and include all evidence that you sent the requested document in time (tracking from courier) and mail it to:

Make sure you send it trackable.
